German Measles, Sloppy Joes II and more...

Rubella, also known as German measles
http://wwwnc.cdc.gov/travel/notices/alert/rubella-japan
As of August 7, 2013, 13,509 rubella cases have been reported in Japan during 2013. Numbers of rubella cases have been highest in Osaka, Tokyo Metropolis and Kanagawa Prefectures. The peak period for rubella is spring to summer in Japan.

What is Rubella anyway?
Rubella, also called German measles, is a disease spread by the coughs and sneezes of infected people. Symptoms include rash and fever for 2 to 3 days. Some people do not feel sick. If a pregnant woman gets rubella virus, her baby could have birth defects such as deafness, cataracts, heart defects, mental disabilities, and organ damage.
It seems Rubella has been eliminated in the United States. People who cannot show that they were vaccinated as children and who have never had rubella should be vaccinated.

Sloppy Joes II
I made Sloppy Joes II for today's lunch, which my American friend recommended me.
It was quite easy to cook and prepare, took me only 10 mins. Here's a recipe and ingredients.

■Ingredients
200g ground beef
1/2 green pepper
1/4 onion
ketchup

That was good though I was feeling a little ill since visited hospital for German measles checkup.
It's a common food for Americans and mostly eaten with bread.

Underground vs. Overhead cabling
Power Line Installation-Cost Comparison and Mitigation
http://www.elp.com/articles/powergrid_international/print/volume-18/issue-2/features/underground-vs-overhead-power-line-installation-cost-comparison-.html

-Summary-
1. Overhead cable has risk of being destroyed by natural disasters or other reasons, which causes tangible and intangible impacts.
: There are also associated intangible impacts to a utility's customers such as despair, discomfort, anxiety and helplessness. And direct economic impacts to customers resulting from lost economic activity, food spoilage, looting, etc.

2. Underground cable is much safer but it takes higher cost to install and maintain underground lines.
[Cost Differentials] underground line costs 5 times more expensive than overhead line
[69 kV]
Overhead line - $285,000/mile
Underground line - $1.5million/mile

[138 kV]
Overhead line - $390,000/mile
Underground line - $2 million/mile
(without the terminals)
According to the May 2011 paper "Underground Electric Transmission Lines" published by the Public Service Commission of Wisconsin

What is PBX?
http://searchunifiedcommunications.techtarget.com/definition/private-branch-exchange
A PBX (private branch exchange) is a telephone system within an enterprise that switches calls between enterprise users on local lines while allowing all users to share a certain number of external phone lines. The main purpose of a PBX is to save the cost of requiring a line for each user to the telephone company's central office.
The PBX is owned and operated by the enterprise rather than the telephone company (which may be a supplier or service provider, however).
